As countries worldwide ramp up investments in offshore wind energy, the conversation is no longer solely centered on ambitious installation goals and climate commitments. Recent discussions have exposed a more pressing issue: significant curtailments leaving turbines idle and causing financial strain for consumers. The geopolitical landscape has further complicated matters, with increasing concerns about cybersecurity and the potential risks related to Chinese technology dominating the digital infrastructure of these critical energy resources.

International Energy Week: Spotlight on Challenges

At the recent International Energy Week hosted by the UK’s Energy Institute, these critical issues were front and center. Attendees explored the potential of offshore wind not just as a European growth opportunity but as a pivotal industry expanding across Asia. This growth is led by front-running nations such as China, Japan, and South Korea, as well as emerging players like the Philippines and Vietnam.

According to Rebecca Williams, Deputy CEO of the Global Wind Energy Council (GWEC), Asia could see its offshore wind capacity surge from a modest 9.9 gigawatts (GW) last year to an impressive 143 GW by 2030. This burgeoning demand for electricity, combined with an urgent need to move away from fossil fuels, positions Asia as the next battleground for global wind investment.

Curtailments: The Hidden Cost of Wind Energy

Despite the optimistic outlook for offshore wind, stakeholders voiced concerns about curtailments that could hinder progress. Data from the UK’s National Energy System Operator (NESO) reveals that around 8.3 terawatt-hours (TWh) of wind energy capacity was curtailed last year, with a staggering 98% attributed to offshore sources. This predicament has hit major projects like the 1,075-megawatt Seagreen wind farm in Scotland particularly hard, experiencing curtailment rates soaring to 70%.

As a consequence, these curtailments have driven costs exceeding £1 billion in 2025, a financial burden that ultimately falls on consumers. Depending on usage, the average UK household could see an increase of £15 to £50 in their annual electric bills. The current regulatory framework incentivizes wind farm operators to shut down turbines during peak grid congestion, where they sometimes earn more when offline than when generating energy.

Williams pointed out that these curtailments reflect an aging grid, which is not designed to accommodate the new dynamics of renewable energy generation. She emphasized the need for a modernization agenda to move beyond outdated systems that are increasingly incompatible with the demands of green energy.

Cybersecurity Concerns: A Digital Threat Landscape

Alongside operational challenges, another layer of complexity comes from cybersecurity threats linked to the predominant use of Chinese technology in the offshore wind sector. While Chinese manufacturers often provide cost-effective solutions, their systems pose potential vulnerabilities. Experts have raised alarms about the possibility of remote access features in turbine systems that could leave windows open for cyberattacks, transforming clean energy assets into targets for data breaches.

The risks extend beyond mere hypothetical scenarios. Reports have emerged from various markets, including the U.S., spotlighting issues like undocumented communication devices in Chinese solar inverters, hinting at similar threats lurking within wind energy technologies.

Aman Wang, Vice President for Global Strategy at Chinese firm Ming Yang, stated that cybersecurity considerations are integral to their turbine designs and that they comply rigorously with local regulations. He posited that these vulnerabilities are not exclusive to one nationality of technology and can be present in equipment from any supplier.

Philippines’ Offshore Wind Aspirations: Navigating Hurdles Ahead

As the discussion of offshore wind gathers momentum in the Philippines, stakeholders face significant challenges ahead. Grid capacity proves to be a particularly daunting obstacle, especially as developers gear up for the Department of Energy’s upcoming 5th Green Energy Auction (GEA-5). The reliability and robustness of transmission infrastructure will be decisive in determining the success of future offshore wind projects.

The critical issue of potential curtailments looms large. If significant losses occur due to transmission constraints, it raises pressing questions: Will consumers bear the additional costs, or will investors absorb the financial hits?

Currently, the conversation around cybersecurity remains largely abstract in the Philippines. The pervasive reliance on Chinese technology often overshadows the hidden risks associated with it, with the lower costs being a compelling incentive in a developing market.

As diplomatic tensions persist over maritime territories, the Philippines may come to terms with the reality of having Chinese vessels frequently shipping large offshore wind turbines through its waters. The upcoming tariffs for the nation’s ambitions in offshore wind may prove pivotal in shaping policies. Regulators will need to be proactive in addressing imminent curtailment challenges and balancing the opportunities and risks tied to a growing dependence on foreign technology.

In this evolving landscape of offshore wind energy, stakeholders must navigate a complex matrix of operational efficiency, cybersecurity risks, and regulatory frameworks to secure a sustainable energy future.
